　　戚继光久居将位，对将官的地位、作用十分清楚。他曾说：“夫为将之道，疆
场之安危，三军之死生系焉。”(《练兵实纪》卷九《练将篇》。)在他看来，将领
的优劣是关系战争胜负、民众生死、军队存亡的大问题。戚继光深知，要练就一支
战斗力很强的“节制”之师，必须有一批忠贞报国、英勇善战、足智多谋、武艺超
群的将官。戚继光还强调在和平的日子里要培养和储备将领，如果“不蓄于平时，
期取用于一旦，则无惑乎临时多乏才之叹”(《练兵实纪杂集》卷一《储练通论》。
)。为此，他系统地提出了选拔和训练将领的方法。
