    解放前， 农村政权建设无法律依据， 虽然也实行民选，但以财势为基本条件，
“十亩在前，八亩在后”。解放后，党和政府十分尊重人民群众的权力，农村政权建
设，实行人民群众当家作主。1984年建立西关一村，村级组织建设，在经过民主协商，
反复酝酿，提名推荐候选人的基础上，实行村民直接选举的方法，选出村民所信赖的
人，组成村级领导班子。但这种民主较长时间未曾立法。缺少法律保障，1988年6月1
日《村民委员会组织法》(试行)颁布实施，方正式进入法律程序。
