    1939年6月， 在中共肥城县委领导下，七区抗日民主政府建立，尹芬祚任区长，
先后设副区长和民政、财粮、行政、文教、武装、公安助理员。区下辖30个村公所，
设村长、副村长。
    解放战争时期，第七区民主政府设区长、副区长、文书和民政、财粮、文教、武
装、公安、实业助理员。区以下设石横、衡鱼、大留3个片(亦称小区) ，每个片配区
干1～2人。全区共38个村公所，设村长、副村长。
