<p class="docx-p">第五十四条本条例所称公用通信网,是指邮电通信主管部门建设和经营为社会提供有偿服务的通信网络。</p>
<p class="docx-p">本条例所称专用通信网,是指邮电通信主管部门以外的部门、单位自行建设或租用专供内部使用的通信网络。</p>
