<p class="docx-p">1950年开始数次建立健全责任制,至1983年10月把以往屡次制订的各类责任制度重新修订,将各专业科室、基层单位的业务管理职责权限汇集成《机关部门和基层单位责任制考核办法》印发全局执行。</p>
<p class="docx-p">各基层单位也同时将所属支局、室、班组以及各类人员的岗位职责、交接验收、安全保密、质量标准、请示报告等内容都订入《生产岗位责任制》中,并按“月核季奖”办法定期考核,奖优罚劣。</p>
