<p class="docx-p">-引黄济 津(一)第一次引黄济津70年代后期,北方地区连年干旱少雨,京津缺水十分严重。国务院1981年8月11日至15日,在北京召开了京津用水紧急会议并转发了《京津用水紧急会议纪要》,决定从黄河引水以接济天津市。8月27日至29日,山东省人民政府在济南召开第一次引黄济津紧急会议,部署了引黄济津工作,要求从位山、潘庄两引黄闸各送水20立方米每秒,从1981年12月1日至1982年2月20日向天津送水2亿立方米、争取3亿立方米。</p>
