<p class="docx-p">(镇)为单位,先集中培训防汛连长,作为技术骨干,结合农业生产,开展多种形式的防汛技术学习,由县指挥部组织防汛抢险实战演习。为检查和促进防汛队伍的各项准备,每年要进行“拉练”活动,以培养和锻炼防汛队伍,做到召之即来,来之能战,战之能胜。三线防汛队伍,以行政区域按军事建制组织,配好领导骨干力量,进行防汛教育,作好工具料物、运输机具的准备,作为紧急情况下的后备力量,待命上堤防守。</p>
<p class="docx-p">中国人民解放军是防汛抢险的重要突击力量。每年汛期由省军区、聊城军分区安排一定数量的部队,作好准备,明确任务,遇大洪水和紧急险情时投入防守抢险与救护工作。</p>
