<p class="docx-p">203°有史以来,境内旱涝洪灾频繁,历代官府抗灾乏力。建国后,党和人民政府十分重视防治旱涝灾害,每年汛期地、县、区乡成立防汛指挥机构,至60年代改为抗旱防汛指挥部,始终贯彻实施抗旱防汛的决策和措施,实行旱涝洪兼治,并且取得很大成就。</p>
