<p class="docx-p">业建国前,战乱频仍,境内林木、果树惨遭破坏。至1949年,全区林地面积仅有14.28万亩。建国后,各级党委、政府和人民群众响应国家“植树造林,绿化祖国”的号召,落实林业政策和生产责任制,签订任期造林绿化目标管理责任书,坚持开展群众性造林绿化和义务植树活动,造林步伐明显加快。1949~1996年,全区累计造林523.12万亩,平均每年造林11.13万亩。人均占有林地面积,1949年为0.05亩,1990年达到0.25亩,1995年0.36亩,1996年0.33亩。</p>
