<p class="docx-p">东昌府所辖各县的行政长官均称知县。知县掌一县之政令，&nbsp;综理县内诉讼审办、田赋税务、缉盗除奸、文教农桑一切政务。据&nbsp;《清朝通典》所记，知县的职掌为：“平赋役、听治讼、兴教化、厉风&nbsp;俗。凡养民、祀神、贡工、读法、皆躬亲厥职而勤理之。”</p>
<p class="docx-p">县的佐贰官县丞和主簿，辅佐知县掌一县的粮马、税征、户&nbsp;籍、巡捕诸务。在未设县丞和主簿的堂色县、博平县、清平县、莘&nbsp;县、冠县、馆陶县、寿张县、朝城县、观城县，其职权由典吏兼领。</p>
