<p class="docx-p">东昌府的行政长官称知府，其职权是：掌一府政令，统辖管&nbsp;区内一切职官，并指挥监督下级官厅事务。负责宣布国家政令， 治理百姓，审决讼案，稽察奸宄，考核属吏，征收税赋等一切政&nbsp;&nbsp;务。依据“知府保举联坐法”,知府对所属知州、知县等官的行动&nbsp;和犯罪行为，要负连带责任。此外，管理警务、水旱灾荒的赈恤、&nbsp;典礼旌表的举行等，也都在知府职责之内。</p>
<p class="docx-p">东昌知府的佐贰官同知和通判，辅佐知府分掌一府之内粮&nbsp;运、督捕、河防、水利、清军、理事、抚苗诸事。</p>
