<p class="docx-p">县以下的行政区划,唐、宋时始有记载,称乡、里。宋《太平环宇记》载:“聊城县,旧十二乡,今三乡。”宋熙宁时期(1068~1077年),改乡、里为都、保。元丰时期(1078~1085年),废都､保而复乡、里。《元丰九域志》载:</p>
<p class="docx-p">“聊城县四乡､四镇。”乡名无记载,4镇为兴利镇、广平镇、王馆镇、沙镇。</p>
