<p class="docx-p">1969年3月,根据毛泽东“深挖洞,广积粮,不称霸”和“要准备打仗”的指示,聊城县一度形成建设人防工程的群众运动,但工程规模较小,多为简易防空洞。1971年起,根据党中央“全面规划,突出重点,平战结合,质量第一”的方针和“从实际出发,量力而行,讲求实效”的原则,开始进行有规划、有步骤、大规模的人防工程建设。1976年后,人防工程建设规模有所缩小,各工地转入维护、加固、改造。</p>
