<p class="docx-p">民国时期,境内设有因利局、普济堂、救济院、施疗所等政府慈善机构,民间亦有一些诸如施粥､施棺､施冢等慈善事业,但收容和救济人数极少,根本无法解决大批贫苦群众的生计问题。</p>
<p class="docx-p">全国解放后,国家与集体携手兴办福利事业,创办幼儿园、组建敬老院、设立残疾人福利机构,妥善赡养孤寡老人、残疾人及孤儿,并且赡养水平不断提高。</p>
