<p class="docx-p">1942年至1949年,冠县战时交通站(后称交通局)接受冀鲁豫交通总局六分局和地方政府的双重领导,邮务人员待遇实行“供给制”。1945年7月,冠县解放,迅速接受了中华邮政局,当时的政策是,统一由人民政府领导,局务管理进一步加强,开始实行“以邮养邮”的企业化核算管理,财物由过去的行政会计改为“收支两条线”即邮政收入全部上缴,核算损盈的企业财会制度。</p>
