    形式 对五保对象进行供养， 可以根据当地的经济条件，实行集中供养或者分散
供养。具备条件的乡镇人民政府应当兴办敬老院，集中供养五保对象。实行分散供养
的，应当由乡镇人民政府或者农村集体经济组织，受委托的扶养人和五保对象三方签
订五保供养协议。
