部门会同建设行政主管部门提出方案，报本级人民政府审批。建立乡镇殡葬服务站，
为农村村民设置公益性墓地(含骨灰堂)，应经乡镇级人民政府审核同意后，报县级人
民政府民政部门审批。建设和扩建公墓(含骨灰塔陵园)、搬迁殡仪馆，应经县级人民
政府、设区的市人民政府民政部门审核同意后，报省民政部门审批。
