                          招商引资优惠政策实施细则

    第一条 根据《东营市招商引资优惠政策》(以下简称《优惠政策》) ，制定本实
施细则。
    第二条 《优惠政策》 第二条规定的“新建企业”，是指经国家有关部门批准，
从无到有新筹集资金、新招募人员、新购置资产而创立的企业。“在地方缴纳流转税
和所得税的企业” ，是指增值税25%部分、营业税和企业所得税缴入市级及市级以下
国库的企业。
