    农村卫生1990～1997年，市政府每年拿出50万元，用于乡镇卫生院改貌。1998年
始， 市政府每年用于农村卫生建设的专项资金达到120万元。“九五”期间，全市有
35处乡镇卫生院完成旧房、危房改造任务，达到国家装备标准，占乡镇卫生院总数的
70%； 县级防保机构完成改貌8处，占总数的80%。1996年始，实行农村卫生一体化管
理，至2000年已在全市普及。1998年，全市初级卫生保健工作以县区为单位，提前三
年通过省政府考核验收。自1995年开展农村合作医疗，至2000年全市农村合作医疗人
口覆盖率已达到80%以上， 居全省先进行列。2001年，在全市建成农村卫生示范乡镇
12处，全科医疗站102个，投资1100万元，新迁建、改扩建乡镇卫生院6处，建筑面积
1.7万平方米。
