    1979-2005年，山东海事相关法律法规逐步出台，监管职能不断规范，海事行政
执法工作逐步走向正轨。执法监督工作从无到有，逐步规范，以上级监督、内部监督
和社会监督为主要方式，以执法责任制、备案审查制、层级审批制、错案追究制、执
法公示制等为内容的执法监督机制逐步形成。至2005年底，权责明确、行为规范、监
督有效、保障有力的海事行政执法体制基本建立。
