    城市社区建设由城市居民委员会建设发展而来。20世纪80年代开始，山东省通过
不断强化城市居民委员会建设，大力发展社区服务，积极推进社区建设，城市居民委
员会建设逐步走上规范化、法制化轨道，社区建设由社区服务起步，向社区卫生、社
区文化、社区环境和社区治安等领域拓展，推动了城市基层社区各项工作的开展，促
进了城市经济发展和社会稳定。
