    1991—2005年，山东省民族事务部门认真贯彻国家民委“二五”“三五”“四五”普法要求，结合山东省普法工作实际，在民族乡（镇）、民族村（居）及全社会深入开展以宪法及有关民族方面的法律、社会主义市场经济法律知识为主要内容的宣传教育，进一步提高民族事务部门各级干部的法律素质和依法行政、依法管理的水平和能力，不断增强各民族公民的法律意识和法制观念，推动全省民族团结进步事业稳步发展。
