    1991—2005年，山东省加强民族法制建设和宣传教育工作，深入贯彻落实《山东省民族工作条例》，发布实施《山东省清真食品管理规定》，不断完善民族法规制度；认真贯彻国家民委法制宣传教育工作第二、第三、第四个五年计划（简称“二五”“三五”“四五”普法），结合实际深入进行普法教育；大力加强民族村（居）民主法制建设，努力提高少数民族群众的法制观念和法律素质，为建设“平安山东”“文明山东”创造和谐环境。
