    1986—2005年，山东省各专业艺术表演团体在管理体制、分配制度和运行机制等方面采取一系列改革措施，积极进行“双轨制”“承包责任制”探索，逐步打破了长期由国家对专业艺术表演团体实行统管的模式；开展多样化“文企联姻”合作模式，取得较好的社会效益和经济效益；全省各级文化行政主管部门结合文化事业发展需求，制定相应的法规文件和管理细则，文化法规制度建设健康有序发展。其间，全省各级财政对文化事业经费的投入逐年增加，至2005年底，全省文化事业经费达到61687万元。
