    1986—2005年，山东省卫生行政部门主动适应社会主义市场经济体制变革，转变职能，改进管理方式，加大宏观调控力度，基本实现由“办卫生”向“管卫生”、由以行政手段为主向法制化管理的转变。至2005年，卫生行政部门承担管理职能12大项，省人大常委会、省政府发布卫生方面的地方法规、规章18部，省卫生厅出台规范性文件240余份，保障和促进了全省卫生事业的快速健康发展。
