    20世纪80年代后期，山东医学教育以解决人才短缺为重点，扩大普通院校招生规模，加强教学质量管理，并对“文革”时期参加工作的无学历人员进行技术补课。20世纪90年代开始，逐步向普通教育、在职教育、毕业后教育并举转移。全省认真实施人才兴医战略，医学教育改革不断深化，教育投入逐年增加，办学条件显著改善，教育培训能力大幅提升。
