    1986—2005年，山东认真贯彻“以农村为重点”的卫生工作方针，制定优惠政策，增加财政投入，推进体制机制变革，全省农村卫生事业发生了前所未有的变化。乡村卫生服务体系基本完善，初级卫生保健取得阶段性成果，新农合制度覆盖面不断扩大，维护了农民健康利益，促进了社会和谐发展。
