    山东省通过将林业生产的产前、产中、产后诸环节整合成为完整的产业系统，实
现种养加、产供销、林工贸一体化经营，提高了林业的增值能力和比较效益，使林农
能够分享到林业生产过程的平均利润，从而形成林业自我积累、自我发展的良性循环
运行机制。1994-2005年，全省坚持以改革为动力，以发展森林资源为基础，以市场
为导向，走林工贸一体化的路子，加快林业产业化进程，促进了林业经济全面振兴。
