    1986—2005年，山东省针对国家维护海洋权益、开发海洋资源、减轻海洋灾害、保护海洋环境等对海洋环境监测技术的需求，重点围绕监测平台技术、海洋监测系统技术、海洋遥感和试验示范等方面展开研究和开发，突破了一批海洋监测关键技术难题，初步形成了海洋监测关键技术装备的研发与生产能力，并初步向深海观测和海底观测方向发展。海洋监测技术的进步，缩短了与国际先进水平的差距，为国民经济建设和社会发展，为海洋科学的发展和国家海上安全提供了技术支撑。
