    依靠科技振兴海洋经济是山东海洋科技事业发展的重要指导思想。1989年，省科委在全国率先提出“科技兴海”设想。1992年，省委、省政府提出了建设“海上山东”和“开发黄河三角洲”两个跨世纪工程，并把“科技兴海”作为“海上山东”建设的一项重要举措。
