    1986—2005年，山东省科技体制改革以解决科技与经济“两张皮”问题为主要目标，以改革管理体制和运行机制为重点，制定了一系列政策法规，完善科技管理，放活科研机构和科技人员，引导科技人员进入经济建设主战场，推动科技成果商品化，提高科研机构自我发展能力和为经济建设服务的活力，支撑引领经济社会健康发展。
