    1986—2005年，山东省开展了水土保持法规体系建设、监督执法试点、监督管理规范化建设、城市水土保持试点和水土保持监测试点等工作，重点对省属以上开发建设项目进行水土保持监督执法，有力地推动了水土保持规费收取、方案审批和监督检查“三权”的落实。
