    20世纪80年代以前，由于国家财力、物力限制等原因，对库区移民安置标准过低，致使库区移民遗留问题不断涌现。1986—2005年，全省各级党委和政府高度重视库区移民工作，全社会广泛关注，各行各业大力支持，广大移民群众自力更生，水库移民遗留问题处理工作取得一定成绩，库区移民生产、生活发生很大改变。
