    20世纪80年代中期开始，山东省水利工程建设管理体制以“三项制度”改革为核心，在投资机制和管理模式上都发生了根本性变化。1986—2005年，省水利厅先后出台《山东省水利工程建设管理办法（试行）》等制度和规范性文件，进一步规范全省水利建设市场，严格水利工程建设程序，使工程建设各个环节都有章可循，全省水利工程建设管理体制进入相对成熟期。
