1986—2005年，随着冶金工业的发展，企业生产中产生的废气、废水、废渣、粉尘等伴生物大量排放产出，造成空气、水源、环境严重污染，利用燃气发电、利用废渣废粉制造渣砖和水泥等循环经济产业应运而生。山东省冶金系统资源利用型产业主要为燃气发电和建材生产。
