    1991—2005年，山东省共有4家报业（传媒）集团。其中，省级报业集团为2000年9月28日成立的大众报业集团（大众日报社）。市（地）级报业集团为2002年10月16日成立的济南日报报业集团、2002年11月28日成立的青岛日报报业集团和2005年9月成立的烟台日报传媒集团。报业（传媒）集团的成立是山东报业改革的重大举措，为山东省新闻事业的发展起到推动和促进作用。
