    1988—2005年，省新闻出版局认真贯彻中央和省委、省政府的一系列决策部署，在逐步实现对全省新闻出版事业和著作权归口管理的过程中，不断推进新闻、出版、著作权立法、普法和执法工作，加强对新闻出版行业的宏观调控，建立完善省、市、县三级新闻出版及其著作权行政管理机构，不断完善管理层级、门类和职能，推进全省新闻出版业从规模数量型向质量效益型转变，为全省经济社会发展作出贡献。
