    1991—2005年，全省中小学坚持把德育工作作为素质教育的首要任务，不断健全工作机构和工作制度，改进工作方法，充分利用校内外德育资源，深入开展公民道德、民族精神、理想信念、法治教育，加强未成年人思想道德建设。同时，不断促进学校体育、艺术、卫生教育发展和改革，逐步加强法制建设，深化心理健康教育，全省中小学生体质、艺术素质不断提高，卫生习惯逐步完善。
