    1991—2005年，全省各级政府坚持把依法保障教育投入作为落实教育优先发展战略地位的根本性措施，逐步完善了以财政拨款为主、多渠道筹措教育经费的投入机制。同时，政府出台一系列文件，理顺教育经费管理体制，全面规范教育财务管理，建立绩效考核制度，制定并提高中小学生均公用经费标准，进一步规范教育收费行为，全面加强国有资产管理和监督，建立教育系统内部审计制度，建立完善学生资助政策，各项工作取得长足发展。
