    专项收入主要包括排污费、城市水资源费、教育费附加、矿产资源补偿费、探矿
权采矿权使用费、国家能源交通重点建设基金、国家预算调节基金、海域使用金、场
地矿区使用费、内河航道养护费、公路交通运输管理费、水路运输管理费等。这些收
入属于专项资金，按规定专款专用。部分专项资金初期按预算外资金管理，后逐步纳
入预算。
    1986-2005年， 山东省专项收入年均增长23.48%，累计收入347.31亿元，占同期
一般预算收入的5.13%。
