    社会保障补助主要用于社会保险基金的补助以及就业、企业关闭破产、社会保险
经办机构等方面的开支。1997年以前，设城镇青年就业补助费科目，反映用于安置城
镇待业青年就业和劳动服务公司经费补助等支出。1998年起，设社会保障补助支出类
级科目，下设财政对社会保险基金的补贴支出、社会保险经办机构经费、城镇就业补
助费、下岗职工基本生活补助等款级科目。至2005年，社会保障补助支出下设社会保
险基金补助、就业补助、国有企业关闭破产补助、社会保险经办机构等款级科目。
