    1986—2005年，山东省残疾人体育运动由初始阶段的康复、娱乐、参与，逐步向正规化、规范化和一体化方向发展，融入国际奥林匹克系列，成为世界竞技体育的组成部分。同时，全省残疾人体育运动随着教育、就业、医疗事业的进步而得到迅速发展，体育竞赛逐渐繁荣。
