    1982年2月4日，卫生部、交通部、民航总局颁布《国境口岸卫生监督办法》。1983年3月10日，卫生部印发《关于实施〈国境口岸卫生监督办法〉若干规定》，要求船舶应当基本无鼠、蚊、蝇、跳蚤、蟑螂及其他害虫，同时提出创建无鼠害港标准。山东口岸卫生监督工作随之展开。
