    1986—2005年，国家、山东省先后颁布《城市供水条例》《山东省节约用水办法》等一系列城市供排水方面的法规规章，形成了较为完善的法规体系。同时，国务院、建设部、省政府、省建设厅出台大量的政策文件、标准规程，城市供水、节水、排水、污水处理工作实现了快速健康发展。至2005年，全省城市和县城供水能力达到1385.59万立方米/日，年节水达3.57亿立方米，污水处理能力达到564.377万立方米/日，城市、县城污水处理率分别达到52.15%、31.99%。
