    1984年11月26日，省政府印发《关于改革建筑业和基本建设管理体制若干问题的暂行规定》，首次提出要在工程建设管理领域推行工程招标承包制。至2005年，全省招标投标制度不断完善，已经成为工程承发包的主要模式，促进了工程建设管理体制从计划经济向市场经济的转变，推动了工程建设水平的提高和建筑业的发展。
