　　1996年，山东省加快通信网络建设，数据通信能力迅速发展，形成一定规模。为满足市场需要，省邮电管理局要求各市（地）局加快本地数据网建设，进一步提高数据通信水平。2001—2005年，移动数据网建设随着市场需求的不断扩大而逐年扩容，CMNET网开展了3期工程建设，WLAN网络实现全省市级城市重要区域全覆盖，GPRS网开展了5期工程建设。
