　　2001—2002年，山东铁通重点建设本地交换网扩容一、二期工程，共完成本地固定电话交换网扩容48.7万线，长途交换网8万线，覆盖了山东铁通管区内的16个城市所在地。2003—2004年，新增交换设备用户62万线，设备装机率达到25%。2005年，新建本地网工程项目229个，新增交换能力11.4万线，新增中继能力3.4万线。
