　　1996年，山东省邮电管理机构按照适应社会主义市场经济体制和邮电通信大发展的需要，本着“转变职能、理顺关系、精简高效”的原则而设置。省邮电管理局充分体现政府行政管理和邮电经营管理双重职能，确保全省邮电通信事业持续、快速、健康发展。
　　2000年，按照国家电信体制改革的总体部署，省邮电管理局进一步转变政府职能，实行政企分开，组建省通信管理局，行使全省电信行业的行政管理职能。
