    气象部门根据国民经济各行业、各企事业单位对气象服务的特殊需要，提供专业专项气象服务。自1985年国务院批准气象部门开展专业气象有偿服务和综合经营开始，山东省气象部门专业专项服务领域不断拓宽，服务范围涉及各行各业，技术手段和服务水平迅速提高。到1994年，全省各级气象服务部门与用户签订服务合同达到15424份，服务对象拓展到农业、林业、水利、电力、铁路、航运、公路运输、建筑、保险、旅游等领域。
