    1986—2005年，山东省气象部门业务管理实行省、市气象局两级管理。省气象局设业务管理处（1996年后为业务服务处、业务科技处），负责全省的气象业务管理工作；市气象局设业务管理科，负责本市的气象业务管理工作。山东省气象部门在业务管理的实践中，健全和完善各项业务规章制度，开展岗位劳动竞赛，实行业务目标管理，强化人员培训，推进气象现代化建设，业务工作的质量和现代化水平有了大幅提高。
